      THE 16 CLAN BLAAN TRIBE WATCHMAN COUNCIL OF ELDERS, a registered Customary Self-Governance Independent Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) composed of inventors, innovators, scientists, researchers, engineers and technical group which primary objective is to help, collaborate, provide solutions, create new ideas and innovations for the benefit of the country.

R.A. 8371, CHAPTER, SECTION 15. Justice System, Conflict Resolution Institutions, and Peace Building Processes. —The ICCs/IPs shall have the right to use their own commonly accepted justice systems, conflict resolution institutions, peace building processes or mechanisms and other customary laws and practices within their respective communities and as may be compatible with the national legal system and with internationally recognized human rights. The jurisdiction of customary courts, established under the Local Government Act of 2009, are limited in law to “customary disputes.” In practice, however, they hear and determine a wide range of cases that include theft, assault, rape, and homicide primarily because the customary courts are often“ AN ACT to provide for the application of customary law in the determination of civil cases; to provide for the constitution and jurisdiction of local courts; to provide for appeals from the decisions of such courts; and to provide for matters connected with or incidental to the foregoing.
